"Remove Completely" changed to normal "Remove" after fail to fetch packages

Bug Description

Steps to reproduce:
Mark package A for installation.
Mark package B for complete removal.
Click "Apply" on menu.
Disconnect network.
Click "Apply" on dialog.

Expected:
Both packages are left as marked before.

Actual:
Package A remains marked for install.
Package B is changed to regular, not complete, removal.

Architecture: i386
Ubuntu 8.04
Synaptic 0.61ubuntu7

I don't know if it's really an error. Perhaps I am not explaining to me well. I mark packages to remove completely, and I apply the changes. If it happens an error, the packages that were marked to remove completely, they are marked to remove (not completely). The first time that happened to me, went when I tried uninstall tor and privoxy.

Yes, I think I know what you mean. Does it remove these packages (not completely) after that?
I think it's logical that if it couldn't remove completely then it would attempt to at least remove incompletely.

I don't talk about to error when is caused while removing takes place. For example, I mark one package to install and other package to remove completely. I disconnect the network and I click to apply changes. Synaptic gives error because the package to install cannot be downloaded, but the other package is marked it to remove (not completely).

Tried under latest Hardy, version 0.61ubuntu7, still happens.
