Textarea overlap with portlet when reporting a bug in 1024x768

Bug Description
As can be seen from the attached screenshot, the textarea in which I'm reporting this bug is overloaping with the portlet on the right hand side of the window. This should be fixed so that:
1. The textarea is resized accordingly.
2. The title of the textarea, "Further information...", should also wrapped.
