Bug Description
Booting the board without a physical network connection gets severe delays during boot where it appears there are minute long timeouts and retries in bringing up the network interface and sending DHCP requests.
Once we get past these delays, the boot process seems to hang at the
"Configure virtual network devices." step

This is because the interface is managed by /etc/network/ interfaces, and the boot script forces it to be up (until it reach the timeout) while booting your system.
