Bug Description

The os-quota-sets API extension should provide a mechanism to expose the remaining headroom as well as the threshold associated with each quota.

This would provide an immediate indication of impending resource starvation.

This is effectively subsumed by bug 1088606, which allows equivalent information to be derived from the os-user-limits API extension (the headroom is simply the difference between the total<Resource>Used and the new accurate value for maxTotal<Resource> now reported).
