Bug Description
Irrespective of projectname nova-manage command shows a quota list.
Steps to reproduce:
nova-manage project quota projectname
Expected Result:
Error message which indicates Projectname is not valid
Actual Result:
Quota list is displayed

This is outside of the scope of the current implementation. Projects are not stored in nova so there is no way to validate the existence of a project without talking to keystone.
