[regression] Compiz 0.9.7.6: Menus often have no shadows at all

Bug Description

Testing compiz 0.9.7.6 in precise with ppa:unity-team/staging I notice half of my panel menus don't get any shadow drawn around them at all. And testing lp:compiz-core I can reproduce the same bug, especially in xchat-gnome after I "killall unity-panel-service" to get local menus.

I have confirmed that reverting r3086 in lp:compiz-core fixes this regression.
