Bug Description

clint@clint-MacBookPro:~$ export JUJU_ENV=precise
clint@clint-MacBookPro:~$ juju status
juju environment not found: no details available
2012-04-13 23:28:20,213 ERROR juju environment not found: no details available
clint@clint-MacBookPro:~$ juju status -e precise
2012-04-13 23:28:55,054 INFO Connecting to environment...
2012-04-13 23:28:56,929 INFO Connected to environment.
... yaml comes out

All other commands like deploy, add-relation, etc, all respect the JUJU_ENV variable.

Seems that this was done at the wrong layer of abstraction if some commands use it, and some don't.
