Bug Description

I was trying to install keystone with the command sudo apt-get install keystone, by following the openstack install and deploy manual.
After I start the keystone service, I found that no keystone command work, e.g. keystone-manage, keystone-all, keystone --token 012345SECRET99TOKEN012345 --endpoint http://192.168.206.130:35357/v2.0 tenant-create --name openstackDemo --description "Default Tenant" --enabled true, etc.
I hope anyone can take a look.
