main navigation panel isn't globalized

Bug Description
After changing the language settings to a specifice language such as Chinese, only the main navigation panels (Project/Admin) on the left still show English text. It seems that the navigation panel is not globalized as the content panel.

This was an issue a few months ago but has since been resolved. Please see the attached screenshot.
