on an up-to-date dapper
using an up-to-date pbuilder
the gnome-panel package fails to build because the build depends can't be satified.

https://launchpad.net/ubuntu/+source/gnome-vfs2/2.14.2-0ubuntu1 is available in dapper, maybe in dapper-updates. That's not a bug.
