Almost of Kubuntu menus are in English on Japanese Environment

At least in the case of the adept manager, the .desktop file correctly contains "Adept マネージャ" and "パッケージを管理," rather than "Adept Manager" "Manage Packages". I don't see Chinese localisation data in adept/manager/adept_manager.desktop, although it appears in the above screenshot. Is this perhaps due to interaction between the language packs and the source data?

I try to install language-pack-kde-ja-base_6.10+20061019_all.deb and look fine.

So, it is a language-pack's problem.

I verified difference between language-pack-kde-ja-base_6.10+20061019 and language-pack-kde-ja-base_1%3a7.04+20070329.

6.10 include kdelibs.mo but 7.04 don't.

I try to download kdelibs.mo via Rosetta.

    Would you mind explaining the issue, and how it was solved? I'm
not sure I understand, and would like to make sure I can avoid this
type of error as part of my efforts to generate and improve .desktop
files in general.

1. just deleted some new line.

2. download ja.mo from Rosetta.

3. mv ja.mo kdelibs.mo

4. sudo cp kdelibs.mo /usr/share/locale-langpack/ja/LC_MESSAGES/

5. logout and login

6. wow!
