Kubuntu rare characters

Bug Description

The name of the files in Windows partitions, in Windows burned CDs, and in the system have weird characters where there should be accents or spanish-specific characters (ñ).
 I tried "dpkg-reconfigure locales" and "dpkg-reconfigure localeconf" (like as superuser) and the problem persist.

Apparently in Kubuntu 7.10 it not happens.
