'juju get' needs an option to produce the same yaml that 'juju set --config' will consume

Bug Description
Currently if I type 'juju get service1' I get a yaml of all the values, defaults, etc.
That yaml needs translation if I want to then feed it back in to another environment or service.
Something like:
juju get --format juju-set-yaml service1 > /tmp/myservice.yaml
juju set service1 -e otherenv --config /tmp/myservice.yaml

Sounds reasonable. Let's please wait for the Go port to catch up for
getting something along those lines in.
