Add swift object-expirer.conf file to install / deploy guide

Bug Description

I get "Unable to locate config for object-expirer" message when doing " sudo swift-init rest restart" following instructions http://docs.openstack.org/essex/openstack-compute/starter/content/index.html . Notice this is mentioned in https://bugs.launchpad.net/devstack/+bug/928198, but think it could be remedied with another section for setting up /etc/swift/object-expirer.conf similar to http://docs.openstack.org/essex/openstack-compute/starter/cont
