Package information pages shouldn't display dates as a count of weeks

Bug Description

Looking at a package information page, such as this one:

https://launchpad.net/ubuntu/+source/quagga

Date packages were published are displayed in weeks instead of a precise date, making it hard to determine at a glance when they were published.

From irc discussion:

<wgrant> <span tal:replace="row/published_since/fmt:approximateduration"/>
 It should be fmt:datetime instead
 fmt:approximateduration is for build times and similar short durations :/

lib/lp/registry/templates/distributionsourcepackage-index.pt uses fmt:approximateduration when it should probably use fmt:approximatedate.
