Can't enter the '<' character using text tool

Bug Description

This one is simple in its behaviour, the '<' character cannot be typed using text tool, new line is inserted instead.

FYI,

Recalculate generate xml without escape string ==> have to use xmldocument or XmlTextWriter or even just use HttpUtility.HtmlEncode or System.Security.SecurityElement.Escape
