I'm aware of a specific regression where dumb protocol transfers copy full packs rather than just the needed records; this is fixed in bzr.dev AIUI.
However, this doesn't explain commit performance.
Could you attach the log from your commit please - it will have been logged to ~/.bzr.log.
What url scheme are you pushing to - sftp? bzr+ssh? Is your branch a bound branch? (include the output of 'bzr info').
