FWIW, the cluster issues in this bug still exist @ rabbitmq-server/next rev107. I merged the updated tests into a fresh checkout from r107 to confirm.

So, we still need thedac's fixes (after he rebases and resolves merge conflicts caused by r107).

And we still need my tests landed.
