In fact, thinking about it, there is also the case where you do really want to rerelease by doing a rebuild just changing the debian/changelog, and we don't want to not rerelease if we have this change in debian/control and the debian/changelog change.
I think the best way to go it to write in the documentation to only change debian/control for this Bzr-Vcs change and be done with it. This would mean that we should revert those 2 branches to remove the change in debian/changelog.
