* update git-buildpackage settings:
+ use DEP-14 git branch names

* drop README.source (dgit unused for some time)
* add patch cherry-picked upstream
to fix bind network to localhost in a test
* use debhelper compatibility level 13 (not 12)
* tighten to not tolerate testsuite failure
