Change log for c-cpp-reference package in Debian

c-cpp-reference (2.0.2-8) unstable; urgency=low


  * Add all recommended build-* targets to debian/rules. This fixes a lintian
    warning.
  * Update Standards-Version to 3.9.3.
  * Update debhelper compatibility level from 7 to 9.
  * Use git:// URI in Vcs-Git control field.
