Change log for chkconfig package in Debian

chkconfig (11.4.54.60.1debian1) unstable; urgency=low


  * Change version number format because dpkg 1.17.0 does not accept
    native packages with (apparent) Debian revisions anymore (#730879)
  * Added version mangling in watch file accordingly
  * Updated standards version
  * Updated copyright format URI

  * New upstream release
    - Adds --root option (closes: #556464)
  * Use source format 3.0 (native)
  * Updated standards version
  * Updated build system to dh and debhelper compat 9
  * Fixed lintian hyphen-used-as-minus-sign warnings
  * Updated watch file (but we currently don't use the latest version,
    because that is using systemd)
  * Added test suite
  * Use DEP5 in debian/copyright
