  * Enable RELP (reliable event logging protocol) support.
  * debian/control
    - Add librelp-dev and pkg-config to Build-Depends.
    - Add new binary package rsyslog-relp.
    - Add rsyslog-relp to rsyslog's list of suggested packages.
  * debian/rules
    - Add --enable-relp to configure flags.
  * debian/rsyslog-relp.install
    - Install relp input and output plugin.
  * Bump Standards-Version to 3.8.1. No further changes.
