I apologize for not having explicitly assigned it to myself. Most openstack projects I work on automatically assign the bug to the person who uploads a patch, so if I am going to submit a patch immediately after creating the bug I don't usually bother doing explicit assignment. It looks like gerrit is not configured to do this for devstack, though.
