Not funny:
svn: Unrecognized URL scheme for 'https:/
Rolling back both libsvn0 and subversion fixes the problem. So it's a regression on the package, not a configuration problem on my development machine.
Note: the original reporter indicated the bug was in package 'subversion'; however, that package was not published in Baltix.
