Wallpaper needs to be cached to improve render speed

Bug Description
It has been noted on the mailing list of ubuntu-art that wallpapers shouldn't be created for the largest possible screen resolution partially because it means more rendering time; the wallpaper is large and usually has to be downscaled for proper usage. Therefore, the wallpaper should be cached locally, perhaps even in an uncompressed image format, to cut down on the time needed to render an oversized wallpaper. This is not a bug, but a feature request. It's also unknown whether this would be a good course of action. Maybe it is, but this is a reaction to a mail sent via the mailing list, so not much thought has been put into it. Maybe you could analyze.

I think the desktop wallpaper is rendered by nautilus. Any cacheing would need to be done there too.
