Bug Description

The Ubuntu system IS NOT "built around" or "based on" the Linux kernel. It is a confusion. Linux kernel is the core of an operating system, but most of the basic OS tools (the framework) come originally from the GNU project; hence the name GNU/Linux. FAQ: http://www.gnu.org/gnu/gnu-linux-faq.html

It is bug in Ubuntu, definitely. You can find it in many packages and on the Ubuntu website as well.

For example I see it in "About Ubuntu" dialog:
"Ubuntu is an entirely open source operating system built around the Linux kernel."

It should be:
Ubuntu is an entirely free software and open source operating system distribution based on the GNU operating system and the Linux kernel.

Where mentioning "open source" it would be nice to say "free and open source" but other than that, you say:

Ubuntu is a Linux based OS for "Human Beings". This is correct, of course, it also may be written as GNU/Linux to be more precise, but it is not wrong simply because it omits that information.

It clearly is a distro based on the Linux kernel, that is not wrong. It is also based on a myriad of other utilities. You simply cannot credit everyone in the name, I've never seen a requirement in a license requiring name-based attribution.

That possibly is wrong, or at least very least misleading. It would be nice to include "free" software in that attribution since it is at least possible/practical to credit the movement.

This is not a bug. The words we use to describe to Ubuntu were chosen quite deliberately.

The official name is 'Ubuntu' and 'Linux' only appears in the tagline. We give credit to both the FSF and Linus (and the team), but not necessarily in the name.
The tagline uses 'Linux' for practical purposes, as it is easy for the afore mentioned beings to identify. It is very unfortunate that they are not very aware of what the GNU is and what it stands for, but perhaps Ubuntu should help the cause elsewhere. Using 'GNU/Linux' instead of 'Linux' where 'Linux' serves the purpose better will probably not do the trick.
