The Italian team has translated the entire manual of file-roller but in the italian version of the program the manual is still in english.

Thanks for your bug. The help translations from rosetta has not used yet because we don't have the infrastructure to ship with language-packs. A part of the issue is due to rosetta which should make that clear or not list to translate. Somebody from the italian locale team should send the po for it upstream, they will probably be happy to get translation updates and will commit upstream and Ubuntu will get it with next tarball. I'm closing the bug on file-roller since that's not a package bug, rather an another point to work for rosetta
