layoutdebugger should be exluded from distribution

Bug Description
steps to repro:
open extras (german localization)/Tools find at the bottom of the menu
layoutdebugger
hit the button
See the layout debugger opening
Nearly every entry does not work!
This thing is for gecko internal development and works only reasonable in debug mode
you probably selected all extensions in your .mozconfig file but you should
exclude the layoutdebugger.

I just looked that the build logs for debian, they also have extensions= all, which seems to me not very responsible. Enabling enabled/ endorsed by the default mozilla build, means
--enable-
options that are not tested/
shipping alpha grade code to the users. From a security point of view this is
not acceptable. Its a security hoole.
