Bug Description
Dapper kubuntu , using Flight-4 for a fresh install. But the dir orf tor under /var/run will not exist after reboot system , I'd create it maually everytime after I reboot my system , it's seems all right under breezy .

This patch moves the creation of /var/run/tor from postinst to init - needed because /var/run is now a tmpfs
