I am pretty new to this Linux world. so I probably sound like an idiot.
I am trying to install a new them. But I keep getting incorrect file format. I have read the help file on installing a new them and it says in there that it must be Tar.gz. But there is obviosly something here that I am missing... Any Help?

To be able to help you more details are needed like:
1. Where have you obtained your theme?
2. How exactly are you trying to install it?
3. What environment do you use (gnome, kde)?

In general case (assuming that you have ubuntu breezy (running Gnome)) the following set of actions should help you:
1. Download any GTK 2.x Theme (should be tar.gz file) from the site www.gnome-look.org
2. Open Theme Preferences (Ubuntu Menu -> System -> Preferences -> Theme).From h
3. Here you can either hit Install Theme button and point to the location of the theme file you have downloaded during the 1st step or you can just drag and drop the file from the file browser to Theme Preferences window.
4. Hit Install button and if theme file is correct your new theme should appear on the list of available themes.

You can install gnome-art from the universe repository (you need to enable this on /etc/apt/sources.list). This package is a nifty tool for downloading and installing new themes in GNOME.

To install:
$ sudo apt-get install gnome-art

Package info here: http://packages.ubuntu.com/cgi-bin/search_packages.pl?keywords=gnome-art&searchon=names&subword=1&version=breezy&release=all
