Comment 1 for bug 674050

This behavior is defined by Mono. I do not know if it is a bug or not, but all we do is ask Mono to start that process. I would assume if the process can't be found then it would just immediately return but apparently it then tries to open it as a webpage. Feel free to query upstream with Mono.
