This is still an issue. We have print items from imported order files getting attached to Hoopla records, which have a bib source with can_have_copies set to false, as well as individual items being added by mistake ebook records through the holdings editor.

Not sure how we can avoid the first problem, the second one is a training issue, but we'd rather eliminate the problem by having can_have_copies=false work the way it's supposed to.
