Bug tracker moved to Launchpad

After many years tracking bugs on SourceForge, the gEDA bug tracker has moved to Launchpad. With luck, this will ease some of the developers work-flows, and help to ensure bugs and patches don't languish lost and unattended.

There is a lot of bug triage work ahead, and we would appreciate all the help we can get.
