Could you be more specific about the version of Ubuntu and firefox where you had this problem.

I'm guessing you tried to install Firefox 3.5 in Ubuntu 9.04. This is not allowed . Since Ubuntu 9.04 supports firefox 3.0 and not 3.5
There are strict policies of which update land in Stable releases.
