I2CE admin-lockout
An administrative lockout module that turns off the site to anyone who is not an
administrator. Non administrative users are referred to a page that says 'sorry,
our site is down for maintenance!' The module should also allow the administrator
to set an expected availability time that will be displayed to the user as well.
