This bug made me unable to run Inkscape 0.48.2 (Win7 HP 64bit, fully patched) even after closing Outlook 2010, and Firefox is not installed on my system. I just downloaded an Inkscape nightly 0.48-develr11656 and Inkscape seems to run normally. I suggest everyone affected by the bug to try the nightly.
