Testing in Artful...

- upgraded intltool to 0.51.0-4ubuntu1.17.04.1 from artful-proposed
- repeated the tarball making process for mate-desktop package, exactly
  as described above in the Test Case
- the process completed successfully, the distcheck didn't break
