KiCad Winbuilder 3.1

V3.1 of KiCad-Winbuilder fixes the issues with building KiCad after the CERN merge. It uses a new MinGW compiler, enables FP_LIB_TABLE, GITHUB_PLUGIN, GAL and the push and shove router! Big, good changes!
