sbezverk confirmed this patch, along with https://review.openstack.org/#/c/380774/ works in the kolla-kubernetes gate.

When sbezverk tested this originally, he attempted to backport both this patch as well as https://review.openstack.org/#/c/380774/ into a Newton image. I believe his attempt was incorrect a manual merge conflict resolution was required. Sometimes people get the manual merge conflict resolution wrong.

I think the fact that this original solution didn't follow the standard pattern in Kolla was a bit misleading.
