Comment 3 for bug 1654157

we have line in global.yml , that means cinder_backend_ceph depends on enable_ceph bool value if you uncomment this line.
#cinder_backend_ceph: "{{ enable_ceph }}"

So this is not a bug. should be marked in invalid
