A lot of ideas here. But a first thing that can be done is to set meaningful template descriptions. Those are not big red, flashing signs on top of every page—but better than nothing.

We're considering several other possibilities: see the product-translations-notices blueprint (which could also be applied to packages). I'll mark this bug invalid because the blueprint is a specific solution to the problem.
