Regarding changing the workflow and setting the importance only to indicate a 'complete triage' , I think we might have a tough time convincing Brian Murray (https://lists.ubuntu.com/archives/ubuntu-devel/2011-February/032424.html) and Kate Stewart (https://lists.ubuntu.com/archives/ubuntu-devel/2011-February/032419.html).
Both seem to favor the idea of setting importances immediately.
