First release supporting gtk3/granite switchboard.

- Added valadoc compatible code comments to Switchboard library.
- Refactored Switchboard library (API-BREAK!)
- Using monekypatched vapi at compile time for Switchboard -- bug reported & just fixed upstream.

   Logic was moved out of the constructor and into this method to avoid valac warnings.
