I can confirm this also happens in a LXD VM running the latest Lunar image from http://images.maas.io/ephemeral-v3/candidate/

Begin: Running /scripts/init-premount ... cloud-initramfs-dyn-netconf: did no find a nic with 00:16:3e:c7:66:a0

I see no mention of virtio_net being initialized in the logs
