As with Bug #1034382 , navigational confusion can arise when users click on a block title and end up look at a page version of the block.

If it is an busy employer looking at an employability eportfolio that can be a bad thing.

Best if we can allow the user to switch this capability on/off or make the default off at a global level, then turn each block/artefact on or off, depending on need.

Added here at Krisina's suggestion. I think this is very important, because it's already frustrating my learners. I hope it's easy to fix.
