Well by "on disk" i mean on the live disk. For an alternate install disk this
is entirely feasible (and i'd prefer to do it this way). For live disks, it is
indeed a major nightmare. You can't have a disk with predictable
problems/milestones to meet.

If you think back to alpha 4, it was a very stable disk : even though a TON was
broke between beta and alpha 4. If it was the other way around, people would
have broken alpha 4 installs immediately.
