this is not going in code, so we shouldn't target to rc1. I've had a similar issue before though, so we should try and come up with a good strategy for doing this.

Perhaps we can file it under https://bugs.launchpad.net/openstack-manuals and then tagging it with 'quantum'. We can then bookmark a link that searches openstack-manuals bugs with that tag:
