@Salvatore: all I am saying is that if we want to get gate-tempest-devstack-vm-neutron-large-ops back on its feet the timeout needs to be relaxed, otherwise we have to put up with failures until we get rid of all the bottlenecks in the system.

Reducing that build timeout unconditionally without making sure that the system can tolerate it, sounds a bit shortsighted to me, regardless of any regression that it was trying to address.
