Comment 17 for bug 1271344

Hrm I lied this doesn't seem security group related :/ I had reproduced this once though I'm not seeing it now.

Right now I've created a /29 subnet and booted 4 vms then deleted them the booted them again so that their ips are recycled though each time they are all getting ips now. I'll keep banging on this.
